You can’t start the mod without Steam running. To make the game aware of your 'custom' folder, you need to edit the 'gameinfo.txt' file in your 'hl2' folder. That is where you can put your mod files. Then, inside that add a folder called 'mods'. DX9 capable graphics hardware with minimum 512 MB VRAM. Make a 'custom' folder in the 'hl2' folder that contains your game files.
